Maloney (R-Cincinnati) charged here Thursday that Gov. John J. Gilligan has added nearly 9500 employees to the state payroll since January, but the personnel department said the figure: is more like "a normal seasonal increase" of 1886. In a conversation with reporters, Maloney said that if the governor resorts to his threatened belt-tightening austerity program he should begin with the new employees the state has hired. "As I understand it, since January some 9500 new state employees have been hired," Maloney said.

"Principal austerity would be in reduction of force of new employees that have been hired, that frankly in my judgment were hired on an assumption of what the legislature would do," Maloney said NED DUNN, personnel board of review, said 8386 employees were appointed by the state January through July 31. There have been 6500 terminations in the same period, Dunn said, for a net of 1886 new employees. "That's normal, we always get a big lift in the summer months with people working in the parks and highways," Dunn said. He added, "in the fall the terminations will exceed new appointments." WHEAT Columbus Bureau Chief Earl A. Havlin Services for Earl A. Havlin, 74, 859 W. North Bend Finneytown, will be at 10 a. m.

Saturday at the Bolton and Lunsford Funeral Home, with burial in Rest Haven Cemetery, Mr. Havlin died Wednesday at Providence Hospital, Mr. Havlin was a supervising investigator for the U.S. Civil Service Commission from 1940 until his retirement in 1964. He was a member of Vattier Lodge 386, the Evangelism Commission and the Pleasant Ridge Methodist Church.

He was sergeant major in the U. S. Army during World War I. He is survived by his wife, Mrs. Eleanor Havlin; two brothers, Harry, Covedale, and Ralph, Englewood, and three sisters, Mrs.

Dorothy Flinchpaugh, Seal Beach, Adelaide Klein and Miss Edith Havlin, both of Norwood. Visitation will be 4-9 p.m. Friday at the funeral home, Roosevelt M. Smith Services for Roosevelt M. Smith, 62, an employee of General Motors Chevrolet Division and founding member of the Excelsior choir, the first men's choir in Cincinnati, will be at 10 a.m.

Saturday at St. John AME Zion Church, Cincinnati. Mr. Smith, 3748 Norwich Avon View, died Wednesday at Jewish Hospital. He was also a Big Brother, Cub Master of Troop No 372, a member of the Dan Beard Bloody Run District of Scouting and the Avon View Neighborhood Club.

He also served 27 years as the church school superintendent at St. John AME Zion Church. Mr. Smith is survived by his wife, Cora; his son, Gentry, at home; his brother, David, and his sister, Mrs. Harriet Powell, both of Montgomery, Ala.

Visitation will be 6-9 p. m. today at the Houston and Sons Funeral Home, Walnut Hills. Burial will be in Spring Grove. Clarence E.
